The EMP Cannon is one of GDI's defensive support power structure used during the Second Tiberium War. The cannon stores and fires a blast of electromagnetic energy, which upon impact on land will release a wave of energy that temporarily disables any electronics within the area.
Official description
The EMP Cannon can fire a high powered blast of electromagnetic energy that renders any mechanized vehicles inoperable for a short period. Any vehicle or structure caught in the blast is disabled until the effect wears off.[1]
